Right when it seemed that the draft of the two European negotiators
approved by the majority and the opposition would return the Democratic
Party in Parliament, the parties are facing a new stalemate.
The Socialist and Democratic Party MPs are being unable to agree on the talks held at the Parliament.
The stalemate was created after the Democratic Party introduced two new conditions that were different from the agreement that was reached with the negotiators of the European Parliament.
The agreement proposed by the Democratic Party:
1 – To confirm the full, immediate determination for implementing all Constitutional Court verdicts. This implementation should be taken directly and with the spirit of trust by the responsible institutions. The political parties will amend the relevant laws, including the Parliamentary procedure and that of the Council of Ministers, so that a clear legal structure will be built with the obligations, responsibilities and deadlines that are necessary for implementing the laws systematically. The parties agree to establish investigative commissions with one fourth of the votes. Most of the investigative commissions should be led by the requesting parties.
2-The parties must undertake a resolution, including solid steps for the decriminalization of the current MPs and of the future ones, based on the best practices of the European Parliament. This will be reached through law amends and a periodic inspection of the integration of MPs, not only for the present but also for their past criminal life, inside and outside the Albanian territory.
3-Parties will adopt amends in the regulation of the parliamentary procedure which should guarantee equal time between the Prime Minister and the opposition leader in Parliament, including the answers for any intervention of the Prime Minister during the plenary session. The majority will not use the 35th parliamentary majority by skipping the opposition.
4-The Parties greet the role of the European Parliament as supporters and witnesses of this agreement by taking a monitoring role for its implementation.
