The Supreme State Audit asked the Parliament to grant them legal power
to audit the implementation of concessionary agreements by private
operators.
Chairman Bujar Leskaj declared that this competence should be included in the new SSA law which is being discussed in Parliament.
“In the additional materials we have brought the Slovenian experience in concessionary auditions. My personal position is that the SSA must continue auditing the implementation of concessions. We must audit these companies”, Leskaj declared.
A high number of renewable energy concessions were never realized, withholding this way the Albanian public assets. Underground asset concessionaries have been accused of manipulating financial indicators for not paying their obligations to the Albanian government.
“The public is not convinced that assets are being used for their interests only by auditing the procedure of a concession. You should extend the your operations by auditing the implementation of the commitments undertaken by concessionary companies”, declared the Democratic Party Parliament Member, Florion Mima.
Besides the rights to audit concessions, the SSA director brought up another hot topic, which is their inability to audit tax offices.
“High rank directors have always hampered the SSA from giving information. This obstacle has brought considerable damage to the state budget”, Leskaj declared.
The SSA has not been allowed for three years to audit the Tax Office data for debts that companies owe to the government, and Mr.Leskaj says that the stalemate continues.
“On September 2013, when the Court of Appeal issued another verdict in our favor, the same thing has happened and it has not been implemented yet. I have informed the Minister of Finances about this”, Leskaj declared.
A series of cases have been published in the past months for tax offices using illegal VAT reimbursement, especially during electoral campaigns, causing a damage which mounts up to dozens of millions of Euros to the Albanian public.
