A Supreme State Audit on energy concessions proved that many of the
concessionary agreements have been won by intermediaries who have then
sold them in the market.
The inspection made in the 2010-2012 period has identified a series of cases when winners have transferred their shares at 100%, even right after the tender and the signing of the concessionary agreement.
People mentioned as with close ties to the government have allegedly used their connections to win the concessions and then sell them in the market. According to the Supreme State Audit, the massive sale of permits has compromised the concessionary agreements by creating spaces for private operators to avoid their responsibilities and not fulfill the obligations that come from the agreement they signed with the Albanian government.
Besides this, the HCJ has identified a series of other violations, from the change of technical conditions and to the failure to realize investments and failure to realize the production foreseen in the agreement.
For this reason, the SSA asked the Ministry of Energy to take a series of measures, by even conditioning winners by law to not sell more than 49% of the shares.
The SSA recommends a review of the national strategy for the exploitation of waters, without making the citizens’ life any worse, and to facilitate the supervision and implementation of agreements by privates.
