Speaker: No to Constitution amends

The Albanian Parliament Speaker, Jozefina Topalli categorically ruled
out the Socialist’s propositions for constitutional amends.

“The words ‘constitutional amends’ do not exist in the majority’s vocabulary. There’s no room for such discussions, because the current Constitution is consensual”, Topalli declared.

According to her, the Socialists’ refusal to vote important draft-laws is another big damage to the country, after the 2-year Parliamentary boycott.

However, Topalli underlined that the majority will remain open to cooperate with the opposition for constitutional order and will welcome every other proposition.

The reaction of the Parliament Speaker came after the Socialist leader, Edi Rama, presented a pact with 10 points, the fulfillment of which would affect the approval of the laws that require qualified majority.

This pact includes other Parliamentary reforms, electoral reforms, the election of the independent institutions, etc.

As regards the Parliamentary Regulation, Topalli declared some days ago, in an interview for VOA, that the government might not accept all Socialist propositions.

Topalli referred especially to the article that provides a hidden voting for the Presidential decrees and for the members of the Constitutional and Supreme Courts.
