The prosecution of SPAK has announced the claims for the major corruption affair in the Elbasan incinerator, as it demands 10 years in prison for the former minister Lefter Koka, who with a shortened trial can receive 6 years and 8 months in prison.
The former minister Lefter Koka is accused of “abuse of duty” committed in cooperation, “passive corruption of high state functionaries or elected state officials” as well as “laundering of the proceeds of a criminal offense or criminal activity”, carried out in cooperation.
SPAK has requested 4 years in prison for former general secretary and former MP Alqi Blako.
According to SPAK, Blako has pleaded guilty to the criminal offense of ‘abuse of duty’ committed in cooperation, which due to the shortened sentence can receive to 2 years and 8 months in prison.
For the wanted Klodian Zoton, SPAK has requested that be sentenced to 10 years in prison, for the criminal offenses “Active corruption of high state officials or local elected officials”, “Cleaning of the proceeds of a criminal offense or criminal activity”.
Due to the summary trial, the defendant can be sentenced to 6 years in prison. SPAK has requested that the high official Stela Gugallja be sentenced to 7 years in prison for the criminal offences, ‘Active corruption of high state officials or local elected officials’, ‘Cleaning of the proceeds of a criminal offense or criminal activity’.
If the court accepts the prosecution’s claim, Gugallja can be sentenced to 4 years and 8 months in prison.
Mirel Mertiri is charged with the criminal offense of “Cleaning the proceeds of a criminal offense or criminal activity”, carried out under the qualifying circumstance “in cooperation”, and SPAK demands his sentence of 9 (nine) years of imprisonment.
By way of summary trial, Mertiri is ultimately sentenced to 6 years and 8 months in prison.
SPAK has also requested the closure of the companies including “Albtek Energy” and “Integrated Technology Services” sh.p.k. and their confiscation. A summary trial is applied to all of them, but apart from prison, SPAK demands as a second punishment the removal of the defendants right to exercise public functions for five years.
