SP: Underground parking decision, illegal

The concessionary agreement for the construction of an underground
parking in Tirana will be sued at the Prosecution by the Socialist
councilors of the Tirana Municipality.

The head of the councilors’ group considered it as an illegal decision, since the law needs qualified majority with 35th of the council’s votes, which was confirmed by the Tirana Prefect, Keltis Kruja, who returned the decision for a review. Mr. Kruja’s letter says that decision no.32 is not confirmed, because the Municipal Council has surpassed the competences foreseen by law. The Prefect’s letter also underlines that the Municipal Council of 28 December falls against the decision of 2008, which tasks the Mayor for further prosecution of the concessionary procedures.

According to Dalipi, the decision that foresees the concession of the land to the investor for 35 years, has not been approved.

“It is impossible to take a decision by skipping the Municipal Council and the Perfect, who is part of the government. There are many elements that make very suspicious the darkest points of Mayor Basha’s decision making. He changed the first point, which guarantees the investor to exploit the land, and the project continues with a decision that has no effect and doesn’t help the investor to continue his project. We have some decisions made by Mr. Basha that have fallen against the law. We will identify what decision we will take and bring them to justice, not for damaging the investors that will bring their money to Tirana, but for having the law implemented”, declared Aldrin Dalipi, Chairman of the Socialist Councilors.

The former administration left two projects for underground parking areas, but was not approved, because they did not secure the qualified majority.

The Socialists propose that for resolving the Tirana vehicle parking issue, both projects should be approved, guaranteeing not only 1000, but 2000 new jobs.
