SP: Transparency in Parliament

“Every vote must be counted. It is on the best interest of the next
Prime Minister. It is on the best interest of every citizen to make this
transparency, otherwise the Democratic Party will never recognize the
power coming from the stolen vote”/

This was the warning declaration of The Albanian Prime Minister, Sali Berisha, yesterday morning. Damian Gjiknuri, Secretary for the Electoral Matters at the Socialist Party sees this as a changed attitude of the outgoing Prime Minister, after he promised to the Albanians to recognize the result.

Berisha’s declaration, including the steps taken by the Central Election Commission, were defined by Gjiknuri as decisions ordered by Berisha and his followers to not allow the result to be published on time, so that he can delay the complaint process and create confusion among the electorate that punished him with a vote.

Besides the decision to recount all Lezhe boxes, Gjiknuri brings another argument.

“Hiding illegal actions on behalf of transparency is very condemnable and unacceptable. If you need transparency you can ask it through other mechanisms, without including the long transparency of a process. In 2011, the Electoral Code has narrowed down the recounting space by basing it only on clear causes that are related to contested ballots, when both parties know what the problem is a priori. There is no total recount just because you like it. The law allows recount if there are complaints. This was a Democratic Party request reflected on the Code. All you need to do is compare the text of the Code 2009 with that of 2012, and you will see the difference”, Gjiknuri declared.

He adds that the Socialist Party is not against transparency and for this he offers this solution to the Democratic Party.

“If berisha wants transparency, I can say on behalf of the Socialist Party that there are other ways to do this. One of this is what has been denied to us four years ago. If the Democratic Party want to see how deep is their loss, the can request a Parliamentary Commission and we can make the transparency together without delaying the result, because that would be against the international standards for free and fair elections”, Gjiknuri declared.
