
According to “Shqip” newspaper, the Commission of Economy will soon
receive the new candidacies for the Supreme State Audit, the Governor of
Bank of Albania and the Financial Supervision Authority, and as result,
yesterday’s debate affected the hot Parliament agenda.
Opposition MPs returned in Parliament after a long period, and this time their attention was focused on the candidacies of the Financial Supervision Authority, while the second at the “Customs Code”, for which they have started the amends with EU assistance.
After hearing the CV of the candidate Kestrin Katro, the first to speak was the Socialist MP, Andis Harasani, who asked explanations by the Commission Chairman for the new names.
“We are the last to know the names of the candidacies and what is happening with vacant posts”, Harasani declared.
This was enough to heat up the debate. The Socialist MP, Erion Brace, asked for more respect for the candidacy agenda, while the Socialsit MP Arben Malaj listed several concerns.
“We have been voting the government candidacies for many years, for the chairmen and members of independent institutions, without knowing the procedure how these names go to them. I think that we must have some candidacies, not one, so that we can chose the best. I think that the candidacies should be chosen with more seriousness, and the constitutional deadlines for their election should be respected. With this I mean the Supreme State Audit director and the Bank Governor”, declared Malaj, who gave a personal opinion for the quality of the new directors.
“My opinion is that the new names should come from the academic world, and fewer, if not at all, from the politics, if we want the institutions to progress”, underlined the former Socialist Minister of Finances.
The Democratic Chairman of the Commission, Edmond Spaho, tried to explain the position of the Parliament in choosing the names, by emphasizing several times that the process has always been transparent. MP Brace declared that the commission should not have only one candidacy, because this way the voting process would be a fait accompli. They should bring several names and have an open discussion.
The opposition paid attention to the agenda for the next candidacies of the Supreme State Audit, the Bank Governor and the Financial Supervision Authority, three very important institutions for the budget, financial and monetary supervision.
The vice chairman of the commission, the Socialist MP, Mrs. Mimi Kodheli declared that the opposition is open to cooperate for reforms, but it asks more transparency from the majority and more information for the candidates chosen as leaders of independent institutions. After the debate, the commission voted in favor of the new member of the Financial Supervision Authority, while Harasani voted against.
