Through this 90-pages-long document, the Socialists have built their
program on four main columns that are: economic recovery; social
recovery; reestablishment of democracy; Albania’s reunification with the
EU.
For the Socialists, these four columns are an extraordinary undertaking. As the draft-program underlines, the Socialist Party is convinced that they will not be alone in this project, but will have by their side the contribution and energy of every Albanian that desires the rebirth of the country. In the beginning of the program, the Socialists are seen certain that they will be able to change the future of the country.
The draft starts with the economy, which, according to the Socialist Party, is degrading each day more and is leaving the Albanians jobless. The opposition promises to open 75.000 new jobs each year, which means 300.000 jobs in the first mandate.
According to the Socialists, this can be realized through the creation of a new model for the country’s economic development that aims to pass from an economy based on the consumption of imported goods, emigration and informality, to an economy that is based on work, the domestic production and increasing productivity.
For this, the Socialist Party aims to undertake a series of radical reforms. First of all will be the radical changes of the fiscal policy, which, according to the Socialist Party, will be brought in function of the social and economic development.
The program predicts to reduce the living cost for 95% of the population by removing the flat tax and by establishing social justice through the progressive tax. The new fiscal policy will reduce the cost of the agricultural production with the creation of the national collection network and the trade of agricultural goods, and will multiply by five the public finances for agriculture.
In parallel, the program predicts the reduction of the VAT for basic foods, and total removal of this tax for flour, bread, milk, eggs and medicines. Another important point of the program for the economy is the one related with the decrease of the public debt. The Socialist Party is committed to keep the budget deficit under the 3%, as an obligation for reducing the public debt that has turned into a big burden for the people. Another important issue is that of resolving the delayed property ownership issue, for which the opposition promises a final resolution.
Within the first mandate, the Socialist Party is committed to build the Albania without waste materials. The opposition says that they will build modern infrastructure that supports progress and approaches Albania to the EU. An important part of this program is dedicated to tourism as a key sector.
The opposition says that they will create the National General Plan and the National Masterplan for the development of tourism. The Albanian natural resources will be brought to the service of the public, which means that all illegal concessions will be cancelled and full transparency will return for the public tenders.
The second column, that of the social recovery, aims to construct a social state by offering public services of solidarity for all citizens, by guaranteeing the minimal wage and no smaller pensions than the 40% of the average wage.
The reestablishment of democracy, the third column, predicts the return of honest and free elections, the reforms in justice and dismantling of the corruption system.
The fourth and last column of the program aims to approach Albania to the European Union, where the opposition promises to fulfill the obligations and receive the candidate status. The opposition’s program will be presented to the citizens by Mr. Rama, through a wide tour in which they will receive propositions and ideas by the citizens themselves.
