Socialist MP Alqi Bllako will be arrested at the request of the SPAK special prosecution for corruption, money laundering and abuse of office in relation to incinerator plant in Fier.
SPAK has sent to the assembly the request for the arrest of the deputy.
The Special Prosecution has indicted 11 officials and former officials of the Ministry of Environment and of the municipality of Elbasan, a businessman and two administrators of incinerators in Fier. The investigations started after the report of the political parties Democratic Party, SMI and Nisma Thurje for the concession contract between the Ministry of Environment and the company “Integrated Technology Waste Treatment Fier”.
Investigators say they have found illegal actions and corruption. In the procedure of expropriation of the property where the Fier Incinerator would be built, it resulted that the Chairman of the Commission, Pëllumb Abeshi, in cooperation with the former Minister Lefter Koka and the former Secretary of Environment Alqi Bllako, have falsified documentation, submitted and proposed to the government a draft decision and the report on the expropriation of the property “land”, while it turned out that the property is “arable land”.
The other serious charge relates to the receipt of fictitious invoices for the incinerator construction process. Between the company that benefited from the concession and the one that did the construction, sales tax invoices were received for works that were not actually performed. The amount of damage is 146 million ALL. According to SPAK, this money was then given to the Minister of Environment Lefter Koka, in exchange for unfair favoring of the company “Integrated Technology Waste Treatment Fier” sh.p.k., in the development of the concession award procedure and in concluding the concession contract.
Meanwhile, wanted Klodian Zoto and shareholder Arenc Myrtezani, have used a fictitious scheme of making payments. For these facts, Lefter Koka, already arrested, Pëllumb Abesh, Azem Shateri, Erjon Myrtaj, Sabina Senamer, Etleva Kondi, all officials of the Ministry of Environment, were given prison arrest.
Detained are also Fjoran Mucaj and Arenc Myrtezani, administrator of the Fier incinerator while businessman Klodian Zoto is wanted.
