Skenderbej Square reconstruction

The Task Force Unit at the Tirana Prosecution is investigating the order
that changed project for the Skenderbej Square, the center of the
Albanian capital, Tirana. The suit was filed by the opposition
councilors of the Tirana Municipality.

The Prosecution asked the Municipality to provide the necessary documents, through which the investigators will try to understand on what order did the new works start, and why the destination of this project was changed while there was an approved project undergoing.

The investigators declared that their purpose is to identify any possible financial damage from this change. They also asked additional documents from the plaintiffs.

The Socialist Councilors say in their suit that the Tirana Municipality started the implementation of this project on March 2010, a project that was approved in full accordance with the laws.

“On 28 January 2008, the Council of Ministers signed the 5 million EUR agreement with the Kuwaiti government for financing the project “Renewal of the ‘Skenderbej’ Square”.  This agreement assigned the Tirana Municipality as the implementing agency.

The suit underlines that the 5 million EUR have been invested in the first phase of the project, and there is no official legal decision that orders the change of the project. “The cost of the new works remains unknown, but it must be over 1 million EUR, judging by the voluminous work. The center of a European city is being changed without an approved project, as the law requires. These works are causing a big economic damage, because the 5 million EUR invested so far through the project that was approved by law, now have been zeroed”.

The Skenderbej square had turned into a construction site for two years, and the citizens were unable to circulate. The Municipality led by Lulzim Basha called the old project off and implemented a provisional project that allows circulation in the city center.
