The second tender for the construction of Tirana’s Outer Ring Road segment has also failed.
The first one was cancelled after one company was found with forged documents. The Road Authority has now disqualified all other companies, with the argument of not fulfilling the criteria.
The new criteria were not made public, but an important detail was the fact that the bids were much cheaper in the second tender than the first one. The third tender will continue after the official deadlines, and after the possible complaints of all companies are met.
