Albania is not ready for electronic voting. To avoid risks and the
insecurity that technology might turn into a danger to the process. This
method should be tried first in some specific areas.
For the expert of the Coalition for Free and Fair Elections, Ilir Rusmali, technology cannot be seen as a solution to electoral problems.
“Technology is considered as a mechanism that saves the process from manipulation. Parties are appealing for involvement of technologies just because of political opportunism. The technology is included gradually, but today they want the entire territory at once. Technology cannot do the process, because the process is done by people”, Rusmali declared.
For Rusmali, some voters may be even intimidated.
“Will the voter be intimidated or happy to vote with the touch screen? Will voters be sure their ballot is going to where they want, or will it change destination?”, Rusmali says.
