“Roaming Judges”, former HCJ member: “Courts are not functioning properly”

Artan Gjermeni, a former member of the High Council of the Judiciary, a Judge for the past 27 years, has recently moved from Tirana, where he has his office, and turned into a “roaming judge”, as many others.

The phenomenon of “roaming judges” was created after the competences of the High Council of Judiciary were limited, not being allowed to appoint new judges, until the High Council of the Judiciary is established.

In these conditions, many Courts don’t have enough judges to create the necessary panels. This is why the HCJ delegates 60 to 70 judges from one court to another.

“Yesterday I worked in Kruja, with five defendants. I am not complaining because it is my obligation to go where I am needed, but this has turned into a routine for many judges. When this turns into a routine, Courts are not operating well”, Judge Gjermeni said.

The situation is alarming especially at the Court of Lushnje and Kavaja, which have only three judges each.

The judge insists that the High Council of the Judiciary needs to be established very soon so that this collapse can be resolved immediately.
