Luca Volonté, head of the Delegation of the Council of Europe
Parliamentary Assembly, says that the credibility of the election is in
real danger.
In an interview for Deutsche Welle, Volonté declared hat the electoral legislation needs amends regarding the media freedom. He explained that the danger is related to the credibility of the electoral process and the public’s trust on the electoral results.
The decision of some electoral parties to resign from the Central Election Commission is a real, objective danger for the functionality of the Central Election Commission, declared the high rank official. The Electoral Code has dispositions that allow the Central Election Commission to take decisions even with four members, but not for qualified majority decisions.
For this reason, the Parliamentary Assembly of the Council of Europe appealed the Albanian political leaders to resolve the Central Election Commission crisis since it endangers the credibility of the election result.
Volonté added that they had made appeals for a complete functionality of the Central Election Commission, while June 23rd is only a few days away, but the decision is up to the political leaders, and this should be done on behalf of Albania’s fugure.
When asked about the Council of Europe standards that need to be fulfilled in these elections, he said that first of all people should vote freely for whoever they wish, without any obligation or pressure. The ballot count should be transparent and real, and the parties must accept the result. This is the key thing here.
By the end of the interview Volonté added that the electoral code has dispositions for broadcasting pre-edited electoral videos and that it should be amended by the Parliament, so that the media freedom can be respected.
