Reform: DP, we answered to SP

The Democratic Party negotiators declared that they have reviewed the
Socialist propositions for the electoral reform and have answered them
with a written letter.

Their declaration says that “in consequence, the declaration of the Socialist leader, that he hasn’t received an answer, doesn’t stand”.

But the SP negotiator, Damian Gjiknuri, declared for Top Channel that this is a farce and that the Democratic Party has removed all SP requests from the list.

“We sent a draft to the Democratic Party, exchanged our thoughts, and today we hear a declaration from the DP negotiators, who say that they have given a written answer, for replacing Berisha’s declaration of last week. This is not serious”, Gjiknuri declared.

The Socialist MP underlined that the SP request aimed the electoral reform, based on the problems noted in the last elections and the OSCE-ODIHR recommendations.

“Berisha is not serious. His declarations are showing to be a big lie. It has never happened to leave without treating an electoral reform. This is a pseudo-reform”, Gjiknuri underlined.

The Pact for “Albania Like all Europe”

1. Let us vote the new rules for the Parliamentary coexistence.

2. Let us establish the joint ad hoc Parliamentary Commission for approving the institutional Parliamentary reform.

3. Let us create the Electoral Reform within March 2012, through a bilateral agreement, based on all recommendations of the last two OSCE-ODIHR reports, by agreeing that every opposition’s proposition that is approved by the OSCE or the Commission of Venice will be approved by the Albanian government through consensus.

4. Let us treat through a consensual process the election of the Bank of Albania Supervisory Council. Let us vote through consensus the elected candidate for governor, in accordance with the law.

5. Let us elect the Supreme State Audit director through consensus.

6. Let us elect the Ombudsman through consensus, for finding a figure that has not been a militant of the big political parties.

7. Let us charge the Commission of Laws to treat with an “ad hoc” group – within this Parliamentary year and with the participation of constitutional experts – all matters regarding laws that require qualified majority, even those that have been already addressed to, even those that will be brought by the opposition.

8. Let us agree that the limitation of the parliamentary immunity cannot continue to be a usual practice, as it had up to now. Let us sit on a dialogue table for reviewing the Constitution, involving the Commission of Venice, for the limitation of the parliamentary immunity and for the matters of national and public interest that deserve to be reviewed.

9. Let us address to the General Prosecutor with a letter signed by all Parliamentary Group leaders and MPs for two issues: first, the full investigation of the January 21st tragedy, offering full political support until the last day of her mandate (including the murder of MP Xhindi and the Head of Commune, Veseli); secondly, let us ask the Prosecutor to summon all politicians who enjoy parliamentary immunity and who have been shown as connected with crime and corruption by the most famous cables of the world.

10. Let us balance through consensus the board of the Public Television and find a director that guarantees impartial public information, which is paid equally by all citizens. Let us vote through consensus the media law, for ending all political pressures on public media.
