The new Central Election Commission was involved in debates since their
first meeting about an important act, and they failed to agree on the
redistribution of mandates that changes the number of MPs that a
district will bring out after the elections of 2013.
Party representatives and CEC members discussed the population information in every district that the Interior Ministry has sent to the highest electoral institution.
Based on this information, CEC will define the number of MPs for every district. But the opposition identified large movements of the citizens in the new documentation, compared to the one released by the Interior Ministry a few months ago.
According to the earlier information, Kukes has three MPs, but the new data of the Interior Ministry show that the District will have one more MP, due to the increased number of residents. According to the Interior Ministry, the population growth in this area was twice larger than the average population growth in the entire country, while it has reduced in Berat and Korce.
For the opposition this is a trick of the Interior Ministry. Genc Gjocaj asked how it was possible that the farthest communes in the country have a 10 times higher population growth than in the rest of Albania.
Since there are suspicions for a fictive population movement in order to move the mandates, the Socialist CEC member, Denar Biba, asked the Ministry to explain the massive movement of people from south to north. But the Chairwoman Lefteri Lleshi declared that it is not up to CEC to verify why the citizens had moved.
The opposition argued that one of the duties of CEZ is to conduct administrative investigations. Since the act requires a qualified majority, it was accepted that the second decision should be postponed with a few days, and the Ministry will be asked to give additional information.
Besides the Kukes district, the number of MPs will change in the district of Tirana and Durres, while Korca will have one MP less. For Berat and Kukes will be decided next Friday.
