Rama: “More competence for local governments”

“Local governments will receive more competences thanks to the
decentralization reform, by making it more simple for the state”, said
Prime Minister Edi Rama in the national conference of local government,
explaining the next steps of the decentralization reofrm.

“One of the main points is the transformation of the entire lower level of the government on terrain, in two directions… one part will join with the Rural and Agricultural Development Agency, to reinforce cooperation with farmers and influence the increased human capacity, in order to write and fund projects without which the EU, the government and banks will be unable to fund farmers. We must make the government more simple and divide the work in two levels. The central government must continue to withdraw from communal works. They must continue to withdraw from executions. The central government must take the role of a lawmaker, to monitor and guarantee standrads. We have the central governments that takes charge of more tenders than any other government in Europe”, the Prime Minister declared.

The decentralization reform is the most successful and non consensual one, Rama added. In 20 years, according to him, a scandalous system of administration has been imposed which has destroyed all resources.
