The Albanian Prime Minister, Edi Rama, expressed his will to meet with
the opposition leaders and discuss the Normative Act that postpones the
Civil Employee Law for six months.
Rama wrote a letter to the Parliamentary Opposition leaders, in which he expresses his readiness to discuss the Civil Employee Law.
In this letter Rama stands to the opinion that the law is inapplicable due to the lack of sub-legal acts, and says to the opposition leaders that the government chose the Normative Act as the most appropriate method to overcome this obstacle.
The Prime Minister writes to the opposition leaders that the government has not heard any other alternative for the sub-legal acts from the opposition. Rama says that the government is ready to hear a solution from the opposition, despite the fact that they have the constitutional consensus.
Minister Milena Harito, who covers this area of government, emphasized the consensus issue in a press release.
“The purpose of the Parliamentary majority and the government is to pass this law through consensus, same as it was voted, and make it applicable. Consensus is not just a matter of numbers. We are convinced about this, and for this reason we have asked a meeting with the opposition”, Harito declared.
But it seems that such a meeting will be impossible in these conditions. The Democratic Party leader, Lulzim Basha, reacted to the Prime Minister’s invitation for a meeting by considering it an effort that doesn’t serve to consensus. Speaking on behalf of the opposition, Basha repeated the only conditions that the Democratic Party has before sitting to a discussion.
“For the case in question, it is very important to understand what is being asked. They want consensus to break consensus. This is unacceptable. The only answer of the unified opposition is to remove the Normative Act. The opposition has always been ready to dialogue for the country’s interest, for the interest of our nation, such as integration and the welfare of the Albanian people. This is the standard of Lulzim Basha and the Democratic Party, and this is the standard of the Albanian opposition”, Basha declared.
The Normative Act will be discussed in Parliament in the plenary session of this Thursday. This is the time in which the Albanian Prime Minister, Edi Rama, will be ready to discuss arguments with the opposition, emphasizing that they will have all the necessary space to play their role as equals.
The progress report of the European Commission for Albania will also be published this Thursday.
Another important development for the Normative Act is expected to come from the Constitutional Court. This Friday, this court accepted to take in consideration the request of the Democratic Party to repeal the Normative Act. The answer is expected to be given within a few days.
