The Commission of Law has consolidated a political stalemate after the
Socialist Party decided to not vote any law that requires qualified
majority, unless the government resolves the conflict with the Fier
District Council.
Different from one day ago, both parties gave clear tones for their unchangeable positions.
“The situation created in the Fier District is ridiculous, and other phenomena like that have created the state in which we live today, the state of laws on paper and that do not get implemented. The Socialist Party will not discuss any qualified majority law without fulfilling what was declared one day ago”, declared the MP Pandeli Majko.
“You asked us yesterday to make the bailiff. Today you are asking us to become Supreme Court Judges. We cannot do either. We are the Commission of Laws and we review draft-laws. Everything else is an effort for not doing your job, is a blockage. This is something we cannot do”, declared the Chairman of the Commission, Ilir Rusmali.
The Socialists left the Commission of Laws when the Democrats started reviewing the Supreme Court Law. One of the most important novelties of the Supreme Court reform is the law that turns it into the Court of Career.
The Democrats approved a proposition from the Euralius for adding to the law that the members coming from the judiciary will be less than 75% of the Supreme Court, leaving only 1/4th of the seats to the members that will be elected from the Parliament to the Supreme Court. Some of the articles approved by the Democrats are related with the Administrative Court, which cannot be established if the Supreme Court law doesn’t enter in effect, which seems impossible in this situation, because the law need 84 votes in Parliament which the majority doesn’t have.
Yesterday, the opposition asked the majority to fulfill some conditions for reaching the consensus, such as resolving the problem with the Fier District, the passing of the Parliamentary reform and the unblocking of government funds for the local administration.
