For the former number two of the Ministry of Health, Joana Duro, the Special Prosecutor’s Office has requested 4 years of imprisonment under the charge of passive corruption, while for the high-level specialist, Laura Shteto, SPAK has requested 1 year and 6 months of imprisonment.
Vladimir Topi, administrator of the contracting company “Dricons”, risks 2 years of imprisonment, if the court takes into account the request of prosecutor Dritan Prençi. As for engineer Silvi Shehi, the special prosecution body requested 1 year and 6 months of imprisonment.
The three defendants are accused of active corruption in connection with the health ministry’s tenders.
According to SPAK, they gave Laura Shteto 330,000 ALL to win the tender for the supervision of several health centers in Tirana and Durrës.
The former secretary and the employee of the Ministry of Health were arrested for the same criminal offense. Joana Duro, who had been holding this position for a year, was tracked down by SPAK after being paid 330,000 ALL for favoritism in a tender where eight companies were competing.
The amount, according to the Special Prosecutor’s Office, was paid to the general secretary by Laureta Shteto, high-level specialist of the Integrated Public Services Agency.
After their arrest, SPAK also arrested the administrator and engineer of the company “Dricons” who had paid the bribesin order to benefit illegally from the tender held at the Ministry of Health and Social Protection, with the object “Lot 1/ Supervision for the reconstruction of some Health Centers in Tirana and Durrës”.
Duro and Shteto have denied the accusations against them, while according to SPAK, from the audio interceptions about the bribe received by the high official, there are data for abuse of state funds, where employees with state functions determined the winners of tenders against monetary benefits.
