“There is an unequal distribution of the workload, in various prosecutions, due to the many transfers”.
Arta Marku, the Provisory Prosecutor General, criticized her predecessor (Adriatik Llalla) for appointing his recommended prosecutors and promised meritocracy.
“Prosecutors will not be appointed without criteria, because we need stability”, Arta Marku said in December 2017. But now she is following Llalla’s same steps.
After the Court, the Prosecution as well has invented “wandering prosecutors”, moving them from one district to another. The former Prosecutor General has signed 272 appointments of prosecutors in five years, moving them from one building to another.
Marku, despite her promises, has moved 25 prosecutors so far, although she doesn’t have full competences by law.
The first ones to be appointed were the people closest to her vision, such as Besnim Cami, her former superior.
The second move was a promotion for her friend, Alketa Zylfa, a former Prosecutor in Tirana. After punishing those close to Llalla, Marku brought another of her trusted ones to Tirana, the Vlora Prosecutor, Erjon Shqarri, who moved to the Prosecutor General.
He is the husband of Marku’s other friend, Anita Jella, currently appointed Chief Prosecutor in Durres, replacing Donika Prela, who now leads the Prosecutor of Serious Crimes.
The Prosecution of Serious Crimes is the same one that had been under surveillance over corruption suspicions. Other Prosecutors, such as Enkelejda Millonai, who were reported by citizens, was appointed in Elbasan.
It is unknown what were the criteria followed by the Prosecutor General for appointing them, many of who were also promoted by Llalla.
