The Minister of Interior, Fatmir Xhafaj, has signed a cooperation agreement with the Provisory Prosecutor General, Arta Marku, for the fight against organized crime.
The agreement focuses on crimes such as the drug traffic, money laundering, corruption, etc, and cooperation for seizing assets deriving from these criminal activities, which are addressed to by article 135/2 of the Constitution.
This article also includes accusations against the President, the Parliament Speaker, the Prime Minister, Ministers, Constitutional Court Judges, the Prosecutor General, High Judiciary Inspector, Mayor, MPs, Deputy Ministers, Members of the High Council of Judiciary and Prosecution, etc.
Based on this document, the Prosecution General undertakes to create special provisory sessions at the Prosecution of Serious Crimes and in the cities of Tirana, Durres, Elbasan, Shkoder, Fier, Korca, Gjirokastra and Lezha.
The Prosecutors who will be appointed for these Special Sessions will be vetted by the Prosecution General, a process that will be realized in cooperation with the Secret Service, the High Inspectorate of Declaration and Audit of Assets, and also by the Directory of Security and Classified Information.
Within 5 days, the Prosecution General will appoint prosecutors in these sessions. One of them will be the Director. A coordinating prosecutor will be appointed at the Prosecution General between the Special Sections and the Central Special Task-Force.
The agreement also states that to avoid leaking of secret information, the judiciary police will send materials directly to institutions, avoiding the post office.
The Ministry of Interior will have its representatives at the Central Special and Regional Task-Force, which will cooperate with Special Session Prosecutors.
The Ministry will guarantee physical protection and security for Prosecutors and their relatives when their life is at risk.
