Property law changes again

The government changed once again the property compensation law, an
amend that according to the Prime Minister, Sali Berisha, assesses the
compensated property, a land or constructed object, according to the
international standards of market and real estate evaluation.

The law amend establishes a directory at the Ministry of Justice, which will coordinate the actions with all other institutions, so that the complicated property issue, as Prime Minister Berisha declared, takes a better and faster solution.

“I am not saying that there are no property problems, but more work has been done than ever before. Those who want to see it in black and white can continue seeing it like that. But the fact is that there are hundreds and thousands of files that will be treated quickly. But this cannot be made with a magic wand. The question is if they can be made faster. I think not, but this colossal work cannot be denied. More than 500.000 constructed objects have been calculated in millimeters. Our goal is to give an answer to the created problems and the inherited problems”, Berisha declared.

The amend of the property compensation law was treated as a concerning problem by President Bamir Topi, when he accused Prime Minister Berisha of not having resolved this problem in the last 20 years, and that the frequent law amends have created confusion among the best experts.

To this critic of the Albanian President, Prime Minister Berisha answered without mentioning his name, but by using the stance of the Democratic Party, saying that President Topi had taken under his ownership properties that had been classified as entitled to the agricultural cooperative.

“To those that are annoyed by the acts that they see about the property titles, I would say to not be annoyed by the legal government acts, because it has continued with determination to push forward the property solutions. He has made a fatal mistake, that of having manipulated the documents or having acted without documents for this. I used the concrete example, in case that any property could have been illegally profited. Living in the middle of Tirana, and calling oneself as a member of the agricultural cooperative… he has never had an agricultural property”, Berisha accused.  

The government meeting treated another case, that of the compensation of the politically persecuted people.

The government decision set March 26th as the date in which the second installment for of the compensation fund will be distributed, something that according to the government brings this problem to the final solution.

For Prime Minister Berisha, these two decisions are important on the verge of the 20th anniversary of March 22nd, the day on which the Albanian democrats rejected the dictatorship through vote.
