President refuses to gather Security Council without Prime Minsiter

The Albanian Prime Minister had asked President Nishani to received his
vice, Niko Peleshi, as his replacement at the meeting of the National
Security, since PM Rama was traveling to Prishtina, but the Presidency
refused.

President Nishani says the presence of PM Rama is important in the meeting meant for the arrest of Klement Balili. According to the Presidency, the PM must give an explanation note to the President on why he cannot be part of this meeting.  After this, the Prime Minister can appoint someone else in his stead only if the President has authorized him.

Prime Minister Rama was also absent in the recent meeting of the National Security Council, which meant to discuss the problematic with drug plantations.
