President Nishani returns waste law to Parliament

The President of Albania, Bujar Nishani, returned the law for waste
import two days after meeting with representatives of the Recycling
Industry and then with members of the Recycling Association, who asked
him to decree the law.

The President says the law is against the European Commission for self-sustaining and approximation, and doesn’t come as an obligation from the Stabilization Association Agreement, or of any other international agreement ratified by the Republic of Albania.

The law goes also against article 59 of the Constitution, according to the President, and the procedures have also been rushed, lacking of transparency and participation of citizens.

“Albania has many natural advantages and local human resources, with a development strategy in agriculture, tourism and energy, which will create enough jobs and welfare. The competing advantage for Albania cannot be the recycling of imported waste”, Nishani adds.
