The Albanian President, Bujar Nishani, met with the NATO member
countries’ ambassadors, residents in Tirana. Nishani declared that he is
ready to support the reforms of the majority in the security area.
According to the official announcement made by the Presidency, Nishani expressed his concern for transparency, the lack of preliminary consultations, and the coherence that these legal amends need to have with the Constitution and the laws for respecting the principle of controlling the balance of power and keeping politicization far from strategic decision making.
For these concerns, President Nishani referred specifically to the three recent draft-laws proposed by the majority, regarding army grades and career, the command chain, and the draft-law for the intelligence agencies of security and defense.
According to the press office, President Nishani expressed his opinion about the Draft-Structure of the Armed Forces, noting critical problems as regards the process even from the legal point of view.
The Ministry of Defense replied to the President by saying that Nishani’s comments are not coherent.
According to the Ministry of Defense, the three laws in question not only had the technical assistance of NATO experts, but the government has consulted every actor, even the President, and everything is in full accordance with the Constitution.
The Ministry of Defense says that “the Persident is responsible only for what the Constitution has given him, and other requests are an effort towards communism”, reminding that the Ministry would be ready to hear the President’s remarks directly and not through the NATO ambassadors.
