Presidency and Ministry of Defense clashes

The Minister of Defense has rejected all claims of President Bujar
Nishani, who said that she took his competences through a new draft law
for the army, which focuses on appointing high-rank officials and
deciding about properties belonging to the army.

Kodheli declared that this is about a draft and none of it damages the competences of the President.

“There is a completely preliminary draft which is under discussion with the institutions it affects: the Ministry of Finances, the Interior Ministry, the Ministry of Justice, the Intelligence Service Institutions, the Parliament and the President. They have all been updated. This draft law doesn’t touch the competences of the President. I am here to guarantee the public and the President that this law does not affect his competences. This is a law that will be restructured with the spirit of all reforms that needs a legal base on which is based the activity of the Armed Forces, the Ministry of Defense, the Government and the President. I, personally, as Minister of Defense; the government in which I am part of and Prime Minister Rama are more determined than ever to respect the constitutionality of every law that we will pass in the Albanian Parliament. We will respect independent institutions and with this project we will push this process forward, and it will heighten the President’s image by focusing on only the rights and obligations that the Constitution gives to the President”, Kodheli declared.
