The prefect of the Fier district, Rajmonda Balilaj, has been released from office, by decision of the government.
A few days ago, by order of the SPAK prosecution, the Special Court suspended the official from office because is suspected for violation of equality in tenders in two cases.
The same decision of suspension from office was given to the former vice-mayor of the Patos municipality, near Fier in the southwest of Albania, and to 5 other specialists of the institution, members of the bid evaluation committee, the general secretariat, urban planning specialists and engineers.
There are two procurement procedures that raised doubts for SPAK investigators, where the officials are suspected of falsifying documents and violating equality in tenders.
In the first case, it is about the ‘emergency construction’ of a load-bearing wall due to the landslide on the “Dukas – Breg” axis. In the second case, the same scheme was used for the “emergency repair” of the road in the village of Ruzhdie. The former mayor, in cooperation with the members of the commission, favored, contrary to the law, a company that did not meet the criteria. Since 2019, this company has been declared the winner in 32 tenders. To achieve this goal, the working groups prepared a unanimous report where they stated the danger brought by the landslide and therefore the construction of retaining walls.
In the other procedure, the former mayor allegedly predetermined the winner of the tender by informing the start of the works on February 6, 2021 at a time when the announcement was made a week later.
There are also changes in the Prefecture of Vlora, where Flamur Mamaj has been relieved of his duties and Vangjel Tavo has been appointed in his place.
