Political parties meet with OSCE, fail to find consensus

Representatives of the OSCE office in Tirana discussed with members of
both political parties about the electoral reform and electronic voting,
but no consensus was reached.

Arben Ristani, from the Democratic Party, said that OSCE representatives did not say if the electronic count can be done or not, because they fear the short time.

Taulant Balla declared that it was said very directly that five months are not enough to allow electronic voting for these elections.

The OSCE did not issue any declaration, but MP Taulant Balla mentioned the recommendations proposed by the US election expert, Jesse Pilgram.

“The first issue is about funding political parties and having transparency on electoral funds. The second issue is about the gender equality, and the third is about increasing punishment against those who violate the electoral law. The fourth issuew as reducing and monitoring electoral ads, which means the role of the media in elections”, Balla said.

Arben Ristani said that despite time limits, the electronic voting could be realized if there is enough will. But, according to Balla, voters would also need time to learn about the procedure. In the meanwhile, they could work on an electoral reform which includes the recommendations coming from experts.
