Political “spell” broken

The Albanian politics finally found the common language for ending the crisis that has been withholding the reforms for more than two years. The majority and the opposition reached a political agreement, which foresees the creation of the Commission for Electoral Reform and the Working Group for reviewing the draft-laws that require 35th of the Parliament votes.

The importance of this agreement, the first between two big political parties after the elections of 2009, cannot be faded away even by the lack of the political loudness that usually accompanies these processes.

First of all is the establishment of the Commission for the Electoral Reform, much requested by the international partners and a condition for the candidate status. Gramoz Ruci and Astrit Patozi addressed to the Parliament Speaker with a common request for this step, setting the leading of the commission by two chairmen. Secondly, the Democrats and Socialists agreed to establish a Working Group for reviewing the Parliamentary Regulation, one of the Socialists’ conditions to cooperate.

This Working Group will adapt the Regulation to that of the European Parliament, a Democratic Party offer for reaching consensus. The third but not less important point is the decision for returning the qualified majority laws for a review. This was another condition set by the Socialists, but different to their proposal for prolonging their discussion until April 2012, the Conference of Chairmen decided to pass everything according to a three-weekly calendar set by the Parliament Regulation.

The decision was taken without consensus, a word that has been articulated thousands of times in these 2 years and a half, but only when finally articulated by Gramoz Ruci, after this agreement, the word consensus took the needed significance.

Based on this agreement, the Socialist Party will approve some qualified majority draft-laws for which there has been no debate between the parties, such as changes in the Traffic Code, Detail Code and the Aerial Code. The other draft-laws were left for later, but the most important thing here is that the agreement between the Socialists and Democrats is the prelude of the returning of normality in the Albanian politics. This cooperation that had been missing for so long was greeted by the Parliament Speaker, Jozefina Topalli.

“By unanimously approving the Conference of Chairmen, today was decided to start working for the situation that has blocked the integration process for more than two years. At least for today I want to forget the debates of the last two years and I want to congratulate the Parliamentary Parties for the decision taken today. Today’s acts with the Conference of Chairmen are the strong and much awaited signals by the international partners, who have always supported this process. I am happy for the parliamentary compromise that has been reached”, Topalli declared.
