Parliament votes Budget 2013

The Parliament voted with 74 votes of the majority the new budget for
2013. Prime Minister Berisha called it the draft of well-being for the
Albanian citizens, and the third mandate of the Democratic Party in
government. The opposition voted against.

“The Budget for 2013 is the biggest in the history in Albania, and it reaches 410 billion ALL. Its goal is to increase your well-being, dear Albanian citizens, and to increase the incomes in your pockets and wallets for the 820.000 Albanian families, and to essentially improve the education of your children, your health services, your rods, aqueducts and decisive investments so that Albania can become a developed country in 2017”, Berisha declared.

“Megalomania is a characteristic of small and weak people, of small countries and small people. The biggest budget in history was unable to find 50.000 ALL for repairing a bridge that connects a commune with hospitals”, replied the Socialist MP, Mimi Kodheli.

The economic crisis and its consequences on the poor people have brought in the center of debate the social politics and those of taxes, where parties have the biggest shares.

“The Social bills, for which you are talking about all the time was 11% of the GDP. Yours was 6.4%. I’m not very proud that this budget is 38% social, but it is obligatory, seeing the economic crisis”, declared the Ministry of Finances, Ridvan Bode.

“Mr. Berisha and Mrs. Topalli, who are paid 220.000 to 350.000 ALL each year, pay less taxes than the teachers, drivers, policemen, nurses, etc. Monopolists also pay less and small business owners pay more. This is the progressive tax”, MP Erjon Brace declared.

“We want to keep alive those who encourage business, and this is our policy”, argued the Minister of Finances, Ridvan Bode.

The Budget of the electoral year 2013 breaks for the first time the 60% debt limit and even leaves it without a ceiling.

“They don’t have money to encourage employment and to help people in need, but they have money to pay Alexander Frangaj and TV Klan to lie the Albanians each day more”,  MP Eduard Shalsi declared.

“This majority takes pride in the fact that the public debt has changed with 2%, from 60 to 62% of the GDP, and that we have preserved the biggest capital expenses”, Berisha added.
