The parliament voted this Thursday a budget amends that aims to
redistribute the investment funds with an addition of 3.1 billion ALL.
“This goes beyond the ambitious objective established with the IMF, which is to finance a a reduction of the deficit and of the public debt, although the objective established with the IMF was to reduce the deficit and start the debt in the next year”, declared Prime Minister Edi Rama.
The Prime Minister explained where this money would go. Road infrastructure is on top of the list. Some of the money will be used for 51 infrastructure projects that have been left in the middle by the previous government, and for finishing 100 other road projects that were inaugurated for the electoral campaign of the past government but that never started.
Some of the money will be used for the health system, the establishing of first aid helicopters in southern and northern Albania, for buying ambulances and dialysis equipments in both parts of our country.
Some will be used for education, for helping the families of children who cannot buy books. They will be helped with electronic books.
This budget has also planned to photograph the territories and guarantee the funds for the expropriation after the construction of the new Tirana mosque. This moment was used by the Prime Minister to argue that his government is practically making a free legalization, and that the former owners are being compensated through the government budget and not through the money that should have been collected by legalization.
The Prime Minister added that the reviewed budget gives another push to the economy, even by paying the government debts.
“We are waiting for the completion of the international audit, made according to the IMF program, the results of which will allow us to take the green light and pay 350 million USD by the end of the year. For the first time in the history there will be no political preferences and no corruption in the money that will be returned to the companies, also for the VAT reimbursement, which is finally being resolved and is left outside the corruption system”, Rama declared.
The Minister of Finances says that the budget amends have brought optimism even for the predictions of the next year.
But the Chairman of the Parliamentary Commission of Economy, Erjon Brace, asked the government to take measures and reduce tax evasion on excise taxes, since it has the lowest performance in the budget, despite the recent growth.
