The six-month report of the PAMECA 4 mission considers the
investigations against the General Chief of Police, Haki Cako, and two
FSO officers as only suspicions that hampered the work of the police.
The evaluation states that Director Cako was fired only based on suspicions.
“There was no evidence showing that the IMSI Catcher could make surveillances”, the EU Assistance mission says, which offers assistance to the law enforcing agencies, especially the Prosecution General.
PAMECA 4 adds that the court decision could have an negative impact on proactive invesetigations regarding organized crime and corruption, since police would have fewer sources, since the leaders of operation forces were affected immediately, due to the “house arrest” security measure.
The report also mentions the prosecution of Emiliano Shullazi, currently in prison, saying that investigations against him were not conducted thoroughly enough to achieve a concrete results in the quickest way possible.
Facts are described vaguely and in a very generalized way, without any reference for the time and location of the supposed criminal behavior, and also without an reference for the source of evidence regarding the surveillances for this suspect.
Another case that also attracted media attention was the arrest of the Kavaja Mayor, Elvis Rroshi, who was later sent to house arrest by the Court.
The suspect had not declared that he had been arrested in other countries, as instructed by the decriminalization law. But Pameca sas that the “house arrest” decision first issued by the court had no serious argument to explain the verdict, casting this way a shadow of doubt and making the Court’s request seem suspicious.
