Pacolli: President must be elected by people

Behgjet Pacolli filed a request at the Constitutional Court two days
ago, requesting the implementation of the Parliament resolution for the
constitutional amends that enable the election of the Kosovo president
by citizens’ votes. Pacolli said he is optimistic his request will be
taken in consideration by the highest justice institution.

In an interview for Top Channel Pacolli said that his request to the Constitutional Court aims to remind institutions and politicians to be sincere and comply with the political agreements they have undertaken, which have turned into parliamentary resolution.

He said that his request wants the Constitutional Court to prove that the PDK and LDK leaders did not implement the political agreement with him, which turned into a parliamentary resolution.

Pacolli says that his request at the Constitutional Court aims to make the Parliament respect its obligation and make the constitutional amends that will allow the president to be voted by citizens, and not turn into a political crisis every five years.

But constitutionalis Vigan Qorolli is skeptical that the Constitutional Court will take it in consideration.

He says that since these constitutional amends have never passed a plenary session with two thirds of the votes, this is a clear political situation without legal implication, since no Parliamentary decision has been taken and which would make these constitutional amends concrete.

The former Kosovo President, Behgjet Pacolli, has always asked for the president to b elected by the people, saying that it is a figure that preserves the unity of citizens and has credibility that is respected by both parties.
