The Parliament passed amends of the Criminal Code and the Amnesty only
with votes of the Majority. While the opposition had left the Parliament
Floor, representatives of the majority considered the Penal Code amends
for corruption as historic.
After these amends, passive and active corruption of four categories of high-rank officials from the executive, legislative, local administration and the judiciary will be tried by the Court of Serious Crimes.
“Fight against corruption in all levels, including the judiciary, will focus on dismantling the impunity wall, with an approach to four main directions: raising awareness among the public opinion, stopping corruption by reforming and modernizing the entire state system, discouraging without compromise the mafia by seizing and confiscating assets that derive from criminal and corruptive activities, and implementing the law by making the rule of law stronger”, declared the Minister of Justice, Nasip Naco.
“Officials who receive bribes for a tender, Mayors of Heads of Communes who take a percentage for public works or tenders, will be committing a very serious crime and will receive a harsh punishment”, declared the Socialist Parliament Member, Taulant Balla.
The Parliament Members of the Majority voted for the amnesty and considered it the widest that our government has had so far.
The opposition was present only in the beginning of the session, raising concerns about the functionality of the Parliament. The opposition considered it a serious breach of the regulation when the majority canceled a session last week, and left the room after some debates.

Rama: Fewer dynamite attempts in February. Topalli: You’re the government of dynamite
After having abandoned the room together with the rest of the opposition, the former Parliament Speaker returned for the interpellation asked with the Prime Minister, Edi Rama.
Topalli considered the crime situation as very severe, and declared that public safety had turned into a nightmare for the Albanian citizens. She listed crime statistics and said that they were increased with the coming of the new government.
“Dynamite and C4 was the key word that was given to citizens as a model by your government”, Topalli declared.
“There have been 87 explosions in 2013, 60 from January to September. This February there has been a decrease which will continue in the months to come”, Rama declared.
“It’s not the government’s fault that all police leaders were discharged around Albania in every corner, and were replaced illegally by Socialist Party militants?”, Topalli declared.
“From September 2013, when we took the government, and until February 2014, 378 police officers have veeb discharged. From September 2005 to September 2006, you discharged 1003, and made 70% of the Albanian police officers only with high-school education. That’s a shame”, Rama declared.
“This majority is determined to establish the state, and this government has the mandate to change Albania. Time will show how fruitful was the investment of the Albanian citizens on June 23rd, after proving what greed and ignorance was holding our country until June 23d”, Rama declared.
“Your language is a language of dynamite. If you are proud for the situation that we have today, let’s give the power to Zan Caushi”, Topalli declared.
