The Special Parliamentary Commission for Decriminalization stayed for
three hours to reach nothing. The democrats advanced with difficulties
to the point of presenting the draft with the Constitutional amends for
interrupting the terms of people with criminal records.
“Criminals should not be in institutions. They will not be there in the future. This is the objective for which we have established criteria, so that criminals stay away from institutions”, Bylykbashi from the DP declared.
The meeting went on for three hours, after the requests of the Socialists, followed by debates between the parties if they should follow or not the method that was being proposed by the majority. One of the requests was to make a report about the report of the Venice Commission and how decriminalization can be done in Albania.
Another procedural issue that took another hour was if the commission has the right to propose the constitutional amends. The Socialists defended the stance that the commission did not have this right.
Despite the long debates, after the Democrats presented the draft, the Socialists declared that they would bring their legal propositions for the decriminalization issue. Judging from the declarations of both parties, it is not hard to imagine how it will go on.
