Ombudsman reacts about National Lottery

The national lottery tender issue has put in motion the Ombudsman.
Through an official document dated August 18th, the Ombudsman officially
asked the Ministry of Finances to inform the companies that were
disqualified from the race about the procedures that the Ministry has
followed for choosing the advisers.

The Ombudsman’s request comes after a complaint that the Ombudsman received from the Greek Company Intralot that was disqualified. The latter asked information from the Ministry of Finances about the procedures chosen in choosing the consulents, but after the Ministry refused to answer, the Company asked the help of the Ombudsman.

The document signed by Totozani says that the Greek Company Intralot thinks that the competing criteria were planned under the conditions of conflict of interest by choosing “Vlaemink Partners” as foreign consulent and “Q-LOT” as foreign consulent.

In these conditions, this society demands the intermediation of the Ombudsman for receiving a copy of the procedure that was followed. The Ombudsman asks the Ministry to give all necessary documentation to the Greek company, by notifying at the same time the institution of the Ombudsman.

The National Lottery concession was one of the most controversial public tenders. Even before the tender, some disqualified companies accused the government of approving criteria that limited the competition and giving the tender to the National Lottery of Austria.

The tender was held on June 20th, and the winning company was exactly what the disqualified companies had predicted. The National Lottery of Austria will have the gambling monopoly in Albania, and they bought it only for three million EUR.
