Normative Act passing postponed

The opposition has boycotted the Parliament as reaction to the
postponement of the Civil Service Law, when the majority was about to
pass this Normative Act.

But the majority removed it from the agenda for at least some other days. The Albanian Prime Minister, Edi Rama, despite the fact of having a qualified majority, declared that the passing of the Normative Act is being postponed so that they can find consensus from the opposition. Rama declared that his majority is ready to discuss everything with the right wing, and reminded them how much they criticized boycott when in power.

“We have all the numeric force to guarantee the consensus that our Constitution requires. But on the other hand, we have the good will to ask the understanding of the opposition until the last moment, before we use this force”, Rama declared.

Rama explained that the Civil Service Law was inapplicable in the current state, since no sub-legal act was issued to explain how it would work in some conditions as provided by the law, such as the widening of the civil employee criteria, the treatment of these people in a school that would open especially for this moment, a financial treatment and a series of other obligations that derived from the law.

The government leader addressed to the public administration, saying that the only reason that they are postponing this law is to create the conditions for making the public administration even stronger, and this time would serve to complete all the tasks that the former government was unable to do.

Basha: Normative Act must be repeealed

The Democratic Party leader, Lulzim Basha, declared that if the majority wants dialogue and consensus, they should cancel the Normative Act for the Civil Employee Law.

“The normative act is trying to undo a law that has been voted through consensus on May 30th with 35th of the Parliament. If Rama wants consensus, he should cancel the Normative Act that is trying to undo the effects of an unanimous vote”, Basha declared.

The Democratic Party leader underlined that the law is already applicable, but it doesn’t allow Rama to clean the administration and recruit new employees based on his interests.

Basha underlined that the European Union experts had foreseen that the law would enter in effect 15 days after it passed the Parliament voting session, and that with two consequent requests of the opposition of that time, the date was postponed to October 1st.
