The second effort for creating the Parliamentary Commission of the Territorial Reform has failed.
The opposition changed their condition that they initially presented one day ago, which was the right to veto and that was accepted by the majority, and added other conditions, such as the undoing of the government’s decision for the Civil Employee, the interruption of the procedures for discharging the head of the High Institution of Declaration and Audit of Assets, and the government’s withdrawal from the amends of the Audiovisual Media Authority.
But for the majority, the opposition’s new conditions are political and have nothing to do with the reform. Gramoz Ruci declared that besides having the head of the commission, the opposition is also having full equality in the decision making.
“Decisions are made with the majority of members, including a veto of the opposition. But the opposition didn’t accept it and we will use all democratic and parliamentary means to have the opposition as part of this, without withdrawing from the necessity of having this reform”, declared the head of the Parliamentary Commission of the Socialist Party, Gramoz Ruci.
“We are determined to not lose patience and reach consensus. There is no reason to block this important reform. I hope that the opposition will reflect”, declared the Parliament Speaker, Ilir Meta.
But the opposition leader, Lulzim Basha, declared that the majority must give its credibility to the opposition.
“It is up to the majority to give a consensus for the decision making of this reform, and not ruin the consensus, as they have done in the past. They must do it by stopping the attacks against independent institutions and undoing the illegal effects of breaking the consensus of September 30th. It cannot be more clear than this, and for the Ambassadors I believe it will be translated in English”, Basha declared.
However, Basha used a sentence in English for the asmbassadors: “Our international friends understand that there is an expression:’Fool me once, shame on you. Fool me twice, shame on me'”, Basha declared.
The territorial reform has the financial support and expertise of the international community, supported by the US, Swiss and Swedish governments.
