Nitrogen, state loses millions of EUR

While the Metallurgy ovens in Albania buy common steel with 37 to 40
ALLkg, the government sold the entire parts of the factory with 11.85
ALL for the common steel.

This entire plant, sold as scrap metal, had a total value of 30 million EUR, but our government has taken only one fourth of it. The Fier new Urea Plant was sold for scrap, although it worked for only 6 months. Its total value was 24.6 ALL in an auction that found as winner a company that offered 57 million ALL more.

The destruction history starts on April 26th, when the Minister of Economy, Nasip Naco, put the Plant 212 out of order.

The auction declared as winner the “Kurum” company, which won against the rivals “Cara Ltd, “Si. Frens and Co” and “Saccineli elite”.

Cara Ltd complained because they were not disqualified and the Commission of Public Procurements cancelled the auction until it would be reviewed.

Regardless this decision, the Agency of Public Procurements announced the winner. On August 3rd, the Commission of Public Procurement explained the disqualification of the “Cara Company”, which had 57 million ALL more than the winner.

The decision says that the company had problems with the documents of the cutting machinery and transporting vehicles. The Ministry of Economy signed the agreement with “Kurum” for selling the metal parts of the plant with a value of 24.6 million ALL.

On the same date when this agreement was signed, the government released the order for destroying the plant and the Kurum Company signed an agreement with its auction rival, “Saccineli Elite”, which will demolish the plant with a price of 5 ALLKG.

The Durres based company has authorized one of its shareholders, Mr. Ardian Shtraza, as director of the nitrogenous fertilizers plant and Leonard Koka as the Company Representative for the relations with the authorities.

Within a few weeks, dozens of heavy trucks transported to Elbasan the entire scrap metal for 11.85 ALLKG, when the Metallurgic Factory buys it with 37 ALL from other operators. Other metals, such as copper, were sold for 609 ALLKG and aluminum with 147 ALLkg.

The former Minister of Economy, Dritan Prifti, declared that Albania has a great quantity of scrap metal, due to the communist factories and plants that now are out of order.

“A simple calculation of the scrap metal in Albania goes to a total of around 100 million EUR. This is a wealth that is being stolen day after day”, Prifti declared, suggesting the government to intervene in order to increase its own revenues.

“The damage is extraordinary. For the moment is needed a law to suspend the scrap trade until there clear market rules will be set. We need an investigation for discovering the real size of this theft, while in Albania there is only one place for melting metals, the Elbasan Metallurgy”, Prifti declared.
