Nishani starts “fight” over ambassadors. Rama: He is attacking the government

The Albanian President, Bujar Nishani, seems to have opened another war
front. This time the battle is about the ambassadors. The Head of State
surprised everyone by saying that he would not decree any ambassador
until the government consults him first.

When asked by journalists, Prime Minister Rama declared that the President has made a mistake, since he is attacking the government about everything.

The President made the first pass for making public the conflict with the government, which now seems clearly political. The decreeing of the new ambassadors was his chance for doing so. There are three of them expected to appear in a hearing session this Monday, but the name on which the President is focused on, is a former Minister of the Democratic Party, Visar Zhiti, who has been proposed to the left majority for ambassador in Vatican.

The President made it clear that he will not decree any ambassador if the government has not consulted with him before. Everyone was surprised when the President introduced it as a Constitutional request.

Top Channel: Did the government consult with you for the ambassadors that you have decreed before? We know that there is no law that forces the government to consult the President about ambassadors. Is this a new practice established by this Presidency? Because it seems equal to the one that the government wants for the Supreme Court members, when they want to consult you for appointing them?

President Nishani: I cannot compare my stances with the government, and my stances are not a consequence of the comparisons with the government by asking a consultation for the names of the Supreme Court. There have been cases when the preliminary names have been announced, but I have let them slip for not creating unnecessary difficulties. But for as long that there is no reflection on the repeated requests, based on the constitution and the institutional right of the President, I have another constitutional obligation to preserve the integrity, the image and the institution of the President.

The President accused the Foreign Ministry of blocking his invitations for international activities.

Minister Bushati answered by saying that this is a new record, a president complaining that a Minister doesn’t let him leave the country. Prime Minister Rama declared that he will not make a public answer to the President.

“I will talk to the president only eye to eye. Certainly, after June 23rd we had a president that attacks the government, but this is his choice, not ours”, Rama declared.

The President says that the government is bound by Constitution to consult with him, but the only law about this issue is article 92.

Paragraph “dh” says that “the president, by proposition of the Prime Minister, appoints and frees from duty the representatives of the Albanian republic in other countries and in international organizations” This obligation is also foreseen by the Law for Foreign Service.
