Nishani returns law for Higher Education

The Albanian President, Bujar Nishani, returned the law for the higher
education, saying that it damages the autonomy of the system.

The President says that the Bologne process must continue, together with the obligations that come from the international documents which are compulsory for Albania.

The President says that the payment fee that comes through this law might not be affordable by the average Albanian. The argument of the President says that the law doesn’t guarantee the autonomy of higher education institutions and the academic freedom foreseen by the Constitution.

The President says that the law damages the autonomy guaranteed by the Constitutional Court verdict, since the law creates and restructures new agencies which depend from the Ministry of Education.

According to the President, the autonomy of universities seems damaged even by the influence for the composition of the Administration Board.
