Sources from the Ministry of Defense confirmed that the Albanian
President, as Head of the General Armed Forces, has signed a decree for
removing the Military Home from the army inventory.
This decree has arrived at the Ministry of Defense this Thursday, same as the decision of the Council of Ministers for turning this army building to a Democratic Party headquarter, a decision never made public on the official website of the Council of Ministers. The President’s decree has had the same luck so far.
The Presidential press office contacted by Top Channel for the official version and the details of the decree only answered that we had called them after the official hours.
This decree involves the Albanian President in a serious violation of law.
Here what says law 8671 in 2000, amended by law 9194 dated 2004. The General Commander of the armed forces approves the plan for establishing and distributing the armed forces in time of peace.
But before president Nishani undertakes this step, he must have on his table the signature of the General Chief of Staff, who decides for the army properties.
Mimi Kodheli, Defense Minister designate, declared that during a phone conversation with the Chief of Staff, General Gjunkshi, he declared that he has not signed any request for removing the Military Home from the Defense Ministry inventory.
This stance of the general is enforced by a written document he has sent to the General Secretary of the Minister of Defense, to which he opposes the turning of the Military Home to a party headquarter.
Regardless of the Council of Ministers decision, the signatures of Arben Imami and President Nishani, the missing signature of the Chief of Staff makes this operation illegal.
Rama: Act of greed by a madman
The Prime Minister designate, Edi Rama, after Top Channel reported the decision taken by the President based on exclusive evidence, considered Nishani’s act as the act of greed for a madman.
“A shame. The losing party that still governs a NATO member country robs the main Military Home for turning it into a headquarter for their own, against the law”, Rama commented.
“Every day after the elections shows how deserved were the 1 million vote punishments that the people gave on the June 23rd elections to this robbing power. Eight years of lies, robberies and murders were punished as no one else before, since 1992, and they are continuing this shame with the greed for a madman”, Rama added on Twitter.
However, the Prime Minister designate was careful and did not include the President in his critics.
