Night clubs, uncontrolled businesses that create crimes and noise pollution

The murder of four people in a bar built in the ground floor of an
apartment building has shocked residents, who have complained many times
at the police about the noises.

However, the Chief Inspector of Environment says that this place has received the environmental permit years ago, since it is underground.

However, the complaints of residents show that the system that gives permits has failed. A permit is given only after the Municipality has taken the signatures of residents who agree for the opening of this business, and after the Public Health Institution has made all measurements.

“The environmental permit is given after a first permit is given by the Municipality and after the residents have signed in favor. Then the Public Health Institution makes it measurements. 100 permits were given in the past months in Tirana, and all of them have the Public Health Institution decision”, Agasi declared.

But did this really happen? The many complaints against abrs show that the Public Health Institution has not made the measurements properly which means that the signature they have given is abusive. 90 businesses were fined by the Environment Inspectorate during October for staying open after 23:00 without a permit. Fines in these cases are only 50.000 ALL. Police seems to have failed with their action to close bars after 23:00, willingly or because of incompetence.
