The Head of Agency of Legalisation Urbanisation and Integration of
Informal Zone/Building (Agency of Legalisation Urbanisation and
Integration of Informal Zone/Building), Artan Lame, explained through a
live interview on Top Channel’s main news edition, the new legalization
scheme approved by the government and that will receive the parliament’s
approval soon.
Top Channel’s anchor, Ilir Paço: The opposition accuses that you have lied during the electoral campaign for free legalization.
Head of ALUIZNI Artan Lame: These accusations are illogical. I don’t want to lose time by answering to the accusations, but I want to explain how legalizations will be made. How will the citizens receive them? What will they pay? What documentation they need? I don’t want to lose time on why Berisha did not finalize the legalizations.
Ilir Paço: The Prime Minister distributed the first documents in Paskuqan this Wednesday. This was seen in the past even by the former Prime Minister, Sali Berisha. When you were in opposition, you called this a fake action. Now that you are in government today, how real are these documents? Are they just for public and media consumption?
Artan Lame: Journalists started looking at the lists of the people who had their building legalized. This can be verified very easily. When the lie was this big, we are obliged to make such public actions, so that we can prove that this government is acting seriously. Citizens have been disappointed for son long, and we are trying to return this trust. 14.500 requests and problems have been presented since January, all related to legalizations. This shows that citizens have finally started to believe.
Ilir Paco: The Prime Minister spoke about a property certification guarantee regarding the legalization and energy price. Can you explain what this guarantee is, and how will someone be obliged to formalize the unpaid electricity bills? We want to remind that these informal areas have the biggest debts to CEZ and the Aqueduct.
Artan Lame: Our goal is to turn surrounding areas into part of our cities, and for these people to become part of the system. The more they stay outside the system, the more they will stay outside cities. Let’s include them in the system. Citizens who will legalize their buildings and keep paying electricity for two years, will have the past debts pardoned. This is an addition to the other pardons and reductions for the property.
Ilir Paço: The Prime Minister declared that those who say they cannot pay for the land will be excluded from the legalization. But everyone may say that, especially in informal areas.
Artan Lame: The legalization has a very complete scheme, with many subdivisions, different from the current law that was never implemented. We have predicted the needs, problematics and additions based on the categorization of our society. The legalization is immediately complete after the payment is made, and the property is recognized to the citizen. There are easy payment methods and installments for the categories in difficulties.
Ilir Paço: Let’s return to the topic that we started. Can you tell us what is free? Will all of these citizens pay for the land?
Artan Lame: There are 67.000 families who have build on their property and there will be nothing to pay, because all procedures were undertaken by the state, all payments of all services and procedures. These families pay nothing. There are other families who have built on a property belonging to the state or former owners. These families will pay half of the market price. If they the entire price right away, they will have a 20% reduction. Families on welfare will have 30-40 % of reduction, while for families with invalids, the land will be free.
