New Customs Code

The government presented the new Customs Code from the Durres Port. The
code aims to make customs procedures easier for businesses, and making
it more similar to the European customs legislation.

Prime Minister Rama described the new code as an instrument which would increase security for Albanian importers and exporters, and for starting a transformation era, with a new approach to business, which Rama considered a strategic partner.

“We will work fast for establishing a unique toll system so that you will not be forced to go from door to door. All agencies related to import and export will give their green light in real time, on the same place and without papers. Few countries have this. Some European Union countries are implementing this today. Time is money for businesses, and the unique toll system brings more value to time and to the state’s behavior to business”, Rama declared.

The Prime Minister announced the government’s determination to not forgive custom officers or state employees who hamper or torture businesses. The Prime Minister declared that they will be fired and brought to justice.

The general Customs Director, Elisa Spiropali, explained the content of the new Code, which she considered a novelty.

“Unification of rules and practices; passing through electronic customs environment without papers; simplified application procedures and authorized economic operators; specified time and location for customs debts, in order to avoid all difficulties and to find a legal solution; chances of using a unique global guarantee for some regimes, and covering some transactions with only one guarantee; guaranteeing a quick liberation of goods, with economic operators giving the information and risk analyzes a priori”, Spiropali declared.
