The opposition insisted at the Commission of Laws that the government
should withdraw from the anti-corruption package, for as long that the
amends have been contradicted by OPDAT, the American Mission for
Criminal Justice and the OSCE, saying that they are not effective and
regressive.
But the Minister of Justice didn’t accept any of the remarks made by the two missions.
The United States experts have expressed their concern that by expanding the competences of the Prosecution and the Court of Serious Crimes, it will not only decrease the effectiveness against organized crime and corruption, but this centralization could also risk to be used politically.
“The Prosecution and the Court of Serious Crimes are a success story, and I believe that they will fight corruption. But this package has scared others, who don’t sleep well now. The state may be late, but it never forgets”, Naco declared.
“The most logical answer is that the draft is being made so that some will be scared. I have no problem with that. The matter is that the OSCE and OPDAT have also been concern, and they are saying that these are regressive steps in the fight against corruption”, declared Gent Strazimiri, Democratic Party Parliament Member.
“I want to thank all partners for the help and contribution, but it is up the prosecutors and judges to implement the law, at the end. They cannot understand that a prosecutor could hand over his duty in Vlore after the slightest pressure, and asks for those from Tirana to come. I don’t think that the concentration in one hour will have any political influence”, Naco underlined.
For the Minister of Justice, the most important thing is that this government has the good will to fight corruption, which, according to him, cannot be faded away even by the suspicions of the partners for decreased efficiency in the fight against organized crime and corruption, by tasking the Prosecution and Court of Serious Crimes with the competency of joint investigation units, established with help from the United States of America.
