The OSCE Ambassador, Florian Rauning, declared that the plan for the new
administration division is professional. In a meeting with the Local
Administration Minister, Bledi Cuci, and representatives of the
participating countries in this organization, he said that the process
has also a political aspect, besides the technical one, which needs
consensus.
“It is an international reform which includes the entire territory of Albania. It should be an all-inclusive process, with all the actors. There are two aspects: the technical one, which requires the implementation of the reform; and the political one, which needs consensus and a participation of all actors”, Rauning declared.
“I guaranteed the ambassadors that this is one of the most important reforms, and that the government will have unchanged determination”, declared Minister Cuci.

For the same issue, but in another activity, the Head of the Parliamentary Commission for the Administrative Reform, Bashkim Fino, declared that an intervention is needed in the Constitution.
“The reform should be realized with all the parties, so that everyone is content, even the minorities”, Fino declared.
“The reform should be accompanied by the law for decentralization, otherwise it will be futile”, declared the former Prime Minister, Ylli Bushi.
Another former Prime Minister, Aleksander Meksi, proposed to have the opposition removed of any doubts that the new administrative division will be used politically for the elections. The reform should be accompanied by an intervention in the electoral law, for making at least a regulation of the system.
“We should not intervene in the entire electoral law. Let’s place a national correction for removing any fear that the new division will be exploited”, Meksi declared.
The administrative reform is still blocked in Parliament, regardless of the ambition to finalize it within this Parliamentary session. The opposition has refused to participate, imposing as condition the request that the majority must return the trust of cooperation.
