National Lottery for blind people

The government rejected the request of the Blind People association for
having the license of one of the National Lottery games. Top Channel has
an official document proving that six months earlier, the Blind People
Association asked the government to organize a lottery, presenting the
respective law.

The draft was sent to the Minister of Labor and the Prime Minister, but they haven’t answered to the Blind People Association, since they decided to give it to a private company through a tender.

The draft provided the organization of this lottery in a national level, by the Blind People Association, through a scheme that foresaw the employment of 3000 blind people through the lottery ticket booths distributed throughout the country.

This practice for the blind people has been used by many European countries, including some of the region, such as Croatia, together with Spain, the Czech Republic and Sweden.

By giving the National Lottery to this category, the government eases the budget from social transfers. There have been efforts for giving the national lottery to blind people since 2008, not only from the opposition, but also from MP Lulzim Basha, then Foreign Minister and today Mayor of Tirana. But the proposition was rejected by the majority and now it is going as a monopoly to the private business.
